Prepare, prepare, prepare. Start with who already thinks they are giving one, then give each a number of minutes.

The toasts happenbefore dinner   between courses   after dinner

The blessing, if any: who gives it (two minutes, before the meal)
Who hands and takes the mic (one person, every time)the MC
Open mic at the end?no   yes, capped at ______ minutes
Surprise toasts?no   yes: names and tables on the back
The planned bit, if any: who is in on it, and the two-line script
Add it upspeakers' minutes ______ + one per speaker ______ + blessing (2) ______ + open mic cap ______ = ______ minutes total

The rules I use

Four minutes each is plenty; past five the room is looking for the exit, past eight you have lost them. Four speakers and fifteen minutes are the most a dinner will forgive. One hand gives the mic and takes it back.
